Export commodity inspection and pre-inspection
The export inspection of export commodities must meet the following conditions:
1. If a foreign trade trading entity has concluded a foreign trade sales contract and settled the payment by letter of credit, it has received a letter of credit from abroad, specifying the terms of shipment and the inspection basis.
2. The export goods have been prepared. Except bulk goods and naked goods, they have been packed in boxes and pieces, and the outer packing meets the export requirements.
3. The export marks shall be marked except for the neutral packing as stipulated in the contract and letter of credit.
4. The whole batch of goods is stacked neatly, which is convenient for inspectors to view the packaging and marking, and conduct sampling and on-site inspection. For export commodities conforming to the above requirements, the entry-exit inspection and quarantine organ shall send officers to the place where the goods are stored and carry out sampling and inspection in accordance with the requirements stipulated in the standards, contracts and letters of credit. After the inspection and assessment of qualified, issued a certificate, release form (or on the export declaration form stamped with the release seal), foreign trade business units can handle customs declaration and shipment.
Export pre-inspection means that in order to facilitate foreign trade, the entry-exit inspection and quarantine organ agrees to accept pre-inspection on some commodities that are often exported according to the need and possibility, which is referred to as export pre-inspection. The concept of pre-inspection is: export commodities have not yet clinched a deal with the outside world, or although has clinched a deal, has signed an export trade contract, but has not yet received the letter of credit, cannot determine the quantity of shipment, means of transport, to suspend the export of commodities, the entry-exit inspection and quarantine organ should request the applicant to carry out the inspection in advance.
For the commodities applying for export pre-inspection, the entry-exit inspection and quarantine organ may inspect the finished commodities according to the contract first, while the finished commodities can only be inspected according to the standard. Because the letter of credit or the contract has not been received, the commodities that pass the inspection cannot be evaluated as qualified in the end. At the same time, as the terms of shipment are not yet clear, the certificate and release slip cannot be issued, only the pre-approved one can be issued.
There are two kinds of certificates issued in the preliminary evaluation of export pre-inspection: (1) The certificate renewal certificate for export commodities is used to renew the certificate to the entry-exit inspection and quarantine organ at the export port; (2) The pre-inspection result sheet is used to apply for a new certificate from the original entry-exit inspection and quarantine institution. If transhipment is required for export at other ports, the replacement of export commodity inspection certificate should be applied for.
When exporting export commodities that have been preliminarily evaluated as qualified by pre-inspection, the foreign trade trading entity shall apply for export renewal by presenting the certificate of inspection and renewal of export commodities (or the certificate of pre-inspection results) together with the contract and the copy of the letter of credit to the entry-exit inspection and quarantine organ at the place of export. Upon examination and verification of inspection basis by the entry-exit inspection and quarantine organ, inspection or port inspection shall be carried out in accordance with the provisions, and the export certificate shall be renewed and the release formalities shall be gone through before declaration and export.
Entry-exit inspection and quarantine institutions handle most of the inspection of origin in the nature of pre-inspection, according to the same situation.
